Stowell was educated at St. Edmund Hall, Oxford (BA 1822, MA 1826). He was ordained in the Anglican church in 1823, and was curate at Shepscombe, Gloucestershire; Holy Trinity, Huddersfield; and St. Stephen’s, Salford. In 1831, he became rector at Christ Church, Salford. He was appointed Honorable Canon in Chester Cathedral, 1845; chaplain to the Bishop of Manchester in 1851, and Rural Dean of Eccles. His works include:

- Pleasures of Religion and Other Poems ,1832
- Tractarianism Tested, 1845
- A Model for Men of Business, 1854
- Memoir, published posthumously by Rev. J. B. Marsden, 1868
