箴言20:18再次提到“谋略”： “要凭商议筹划，要凭智慧行事” （第18节）。所罗门反复强调寻求谋略（箴言11:14；15:22；24:6），并在此将普通的计划与可能产生最重大影响的决定联系起来。
事先咨询他人意见是制定计划的常规做法，即在行动前寻求建议。智慧在于认识到，单凭一己之力无法看清全局，骄傲和仓促会造成盲点，而良策则能缩小意图与现实之间的差距。
以明智的指导来指挥战争，会将这一原则提升到极致。一位领导者如果在发动任何重大行动之前拒绝听取建议，就说明他已经开始过分相信自己的判断，而忽略了实际情况。在重大问题上单方面做决定，无异于狂妄自大。
