Introducing a cynical observation, Proverbs 17:8 presents the reality that A bribe is a charm in the sight of its owner; wherever he turns, he prospers (v. 8). Solomon is not praising bribery here. He is describing how the one who uses it imagines its power.
To the bribe-giver, the bribe looks like a charm, almost like a lucky stone or magic token that opens doors. He trusts it as a shortcut to favorable outcomes. The proverb captures the seductive illusion that money can bend justice, relationships, or decisions at will.
In that sense, wherever he turns, he prospers describes how bribery appears to work in a fallen world. Yet Proverbs as a whole makes clear that crooked gain carries judgment and instability. The verse is observational, exposing the apparent power of corruption, not endorsing it.
