The sovereignty of God is set against human planning in Proverbs 19:21: Many plans are in a man’s heart, but the counsel of the LORD will stand (v. 21). Human beings imagine, intend, and strategize in many directions.
There are many plans in the human heart because we are active choosers. Proverbs never denies that reality. But the final stability lies not in our multiplying ideas, but in the counsel of the LORD.
That counsel will stand. God’s purposes are not fragile. This should humble the proud planner and comfort the faithful one. We are called to act wisely, but never to imagine that our designs outrun the Lord’s sovereign order.
