
Counsel reappears in Proverbs 20:18: Prepare plans by consultation, and make war by wise guidance (v. 18). Solomon repeatedly urges seeking counsel (Proverbs 11:14; Proverbs 15:22 and Proverbs 24:6) and here pairs ordinary planning with the most consequential possible decision.
To prepare plans by consultation is the ordinary discipline of seeking input before acting. Wisdom recognizes that no single person sees enough alone, that pride and haste create blind spots, and that good counsel narrows the gap between intention and reality.
To make war by wise guidance raises the same principle to its highest stakes. A leader who refuses counsel before launching anything serious has already begun to believe his own judgment more than the situation warrants. Solo decision-making in matters of weight is presumption.
