
The chapter opens with its highest possible illustration in Proverbs 21:1: The king's heart is like channels of water in the hand of the LORD; He turns it wherever He wishes (v. 1). The picture is of an irrigation farmer cutting channels in the soil and directing the flow of water with his hand.
In the ancient agricultural world, this was an everyday image of complete control over a powerful resource. Solomon applies it to the most powerful person in the human realm. From a human perspective, a king may appear to stand at the highest and most unshakable place of power, yet before the LORD he is like water in a channel, directed wherever God wills.
The verse acknowledges that kings make decisions and bear responsibility, while locating those decisions inside the larger movement of God's purpose. For a man under a hostile or unjust ruler, this verse is a comfort. For a king, it is a warning.
