
The self-consuming nature of wickedness comes into view in Proverbs 21:7: The violence of the wicked will drag them away, Because they refuse to act with justice (v. 7). The picture is of being swept off by a flood.
The wicked man's violence is not just something he commits; it is something that eventually carries him off. The mechanism is moral: he refuses to act with justice, so the social order he depends on becomes the very thing that turns against him.
Solomon is not promising that every act of violence is punished within the offender's lifetime. He is saying that violence is self-consuming. Eventually it eats the one who feeds it.
