Skoog emigrated to America in 1869. After a few years, his family moved to Chicago, Illinois, where he was a church music director, and taught in a parochial school.
From 1891-1896, Skoog served on the City Council in Minneapolis, Minnesota. He also edited and published Veckobladet, a Swedish language paper, and served as church organist, choir director, and Sunday school director. He edited seven hymnals, including The Covenant Hymnal, and wrote over 300 hymns and anthems.
