为什么不同的权位层会导致不公？有几种可能性。每一层权位都为腐败创造了机会。理论上来讲，每一层权位都当提供问责制，但实际情况是，在官僚主义的统治中，保护官僚同党比担当 "吹号人" 获得的收益更多。
多级官僚体制也倾向于喜好那些有资源聘请专家，以帮助他们应对官僚主义的人。这就意味富人得到公义，穷人则没有这般幸运，得到的却是欺压。多级官僚体制也趋向于将其变为自己的生态体系，专注于照顾那些官僚体制中的内部人。官僚制度一般会在一件事情上做得比较出色，那就是自我保护。他们通常不擅长让体制外的人受益。
被多级官僚体制夺去公义公平的事可能是腐败的结果，也有可能归咎于结构上的冷漠或无能。每个人可能都对所给予他们的诱因做出了回应，结果穷人受欺压，公义被夺去。
