纵观历史，上帝通过契约或协议与人类打交道。契约将双方绑定在一起，通常违约要承担后果，守约要得到奖励。在这种情况下，因为上帝是上帝，他单方面立约，说“我与你们和你们的后裔，并你们这里的一切活物立约” 。创世记 6:18 中与挪亚立约的承诺是由上帝在第 9 节中发起的。这是上帝恩典的礼物，是传达给世人的怜悯之约，并通过上帝庄严的承诺永远封存。执行洪水审判的上帝站在这个永恒之约的背后，传递着希望的信息。它被称为挪亚之约。

“这对我来说就像挪亚的日子，那时我起誓说，挪亚的洪水不再淹没大地。所以我起誓说，我不会对你生气，也不会责备你。大山可以挪开，小山可以挪移，但我的慈爱必不离开你，我平安的约也不迁移。这是怜悯你的耶和华说的。”

正是这位执行了洪水审判的上帝，支撑着这一充满希望的信息。地球上某些地区可能会发生洪水，造成毁灭，但绝不会再有全球性的毁灭。上帝的承诺并不禁止另一场全球性的审判，但它限制了上帝执行审判的方式。
契约通常以上帝指定的某种标志来确认。割礼是亚伯拉罕契约的标志（创世记 17:11）。然而，在亚伯拉罕契约中，人们有能力遵守或违反协议。
在第 13 节中，上帝称这个标志为“我的弓” 。弓是祂的杰作，是祂的保证，是祂应许的印记，是我与地球之间立约的标志。上帝指定彩虹是祂立约的可见或物理标志，并且不会再有全球性洪水。挪亚之约是普世之约，是给所有人的，每一个活着的灵魂或呼吸之物。由于这个约是普世的，所以这个标志也是普世的。
