圣幕已经搭建完毕，并已奉献。耶和华开始住在圣幕里（出埃及记 40:34-35）。于是，摩西走进会幕与祂说话（第 89 节）。在“会幕”里，他听到法柜施恩座上方，两个基路伯中间传来声音（第 89 节），正如出埃及记 25:17-22 中所描述的那样。耶和华从圣幕中最神圣的地方向他说话，这代表祂在祂子民中的居所。

声音来自施恩座的上方，施恩座是上帝恩典和怜悯的所在。这个“施恩座”位于“法柜”的盖子上。上帝就是以这种方式向摩西说话的。这再次表明摩西是耶和华向人民的代言人。上帝通过摩西向以色列人说话，摩西可以走到施恩座前代表他的人民向上帝说话。
施恩座之所以这样称呼，是因为每年赎罪日，人们都会将血洒在施恩座上，以赎罪（利未记 16）。施恩座很可能代表上帝的宝座，因为圣幕代表了上帝在天上的真正圣幕（希伯来书 9:24）。有趣的是，上帝的宝座既有怜悯，也有审判（哥林多后书 5:10）。
耶和华在圣幕奉献十二天之后对摩西说话，表明他赞同并接受了十二个支派的祭品。
