Some commentators think that a new section begins here at verse 28 and continues through 7:13. It is the beginning of the intense confrontation between Moses and Pharaoh and is the prelude to the plagues.
Verses 28 - 30 are almost an exact copy of verses 10 - 12. They repeat the message that it was the LORD who was commanding Moses to confront Pharaoh (I am the Lord; speak to Pharaoh king of Egypt all that I speak to you). The repetition here, right before the outbreak of the plagues on Egypt, shows that Moses is under the authority of the LORD Himself.
But once again, Moses used the excuse I am unskilled in speech (literally "I am uncircumcised of lips") and asking the LORD how then will Pharaoh listen to me? The LORD's answer to this repeated excuse is in chapter 7. The LORD will answer Moses in the same way He answered Moses previously. The LORD provides help in the form of Moses' older brother Aaron. But the LORD does not shift the responsibility from Moses.
