Embora este versículo faça parte do Capítulo 31, ele serve como introdução à canção que Deus dá a Moisés no capítulo seguinte (Deuteronômio 32:1-43). O narrador diz ao leitor que Moisés falou aos ouvidos de toda a assembléia de Israel as palavras desta canção, até que estivessem completas.
Mais cedo neste capítulo, o Deus Susserano (Governante) havia ordenado que Moisés escrevesse uma canção a ser transmitida através das gerações (ver v. 19). Assim, Moisés obedece à voz do SENHOR e proclama as palavras desta canção aos ouvidos de toda a assembléia de Israel, ou seja, de toda a nação. Ele segue cuidadosamente ao comando de Deus e recita todas as palavras da canção até que estivessem completas. Assim, a canção serviria à função pretendida por seu autor (Deus): servir como testemunha futura contra Israel quando o povo desobedecesse e quebrasse as leis da aliança de Deus.
