O autor do livro novamente compara a Antiga Aliança e a Nova Aliança, visando demonstrar que a Nova Aliança era maior. Os testamentos não são válidos até que o testador morra. Para que um testamento entre em vigor, é preciso que haja uma morte.
A Antiga Aliança foi validada com sangue. O apóstolo Paulo descreve a entrega da lei em Êxodo 24. O Senhor fez uma aliança com os israelitas e eles concordaram com ela. Então, Moisés sacrificou touros e cabras jovens e aspergiu seu sangue no livro da lei, no altar, no tabernáculo, nos vasos do ministério e sobre o povo, ratificando a aliança. Isso representava a Nova Aliança que seria ratificada com o sangue de Cristo. A Antiga e a Nova Aliança exigiam sangue, demonstrando que sem o derramamento de sangue não haveria perdão de pecados.
O escritor está construindo sua tese de que os sacrifícios diários do templo eram uma mera sombra do que estava por vir.
