Fox attended Rugby and Wadham College, Oxford (BA, 1839), and was ordained in 1840. He sailed for South India in 1841, and there founded the Telegu Mission of the C.M.S. (Christian Missionary Society?) at Masulipatam. He became Assistant Secretary to that Society in 1848.
