Oakeley attended Oxford University, then went on to study in Leipzig, Dresden, and Bonn, Germany. He taught at the University of Edinburgh, Scotland (Reid Chair of Music) from 1865 to 1891. He received his knighthood in 1876, and five years later became Composer of Music to Queen Victoria in Scotland. Among his better known works is Suite in the Olden Style op. 27 (1893).
