"a beginning," etc., denotes "rule," Luk 20:20, RV, "rule" (AV, "power"); 1Cr 15:24; Eph 1:21, RV, "rule" (AV, "principality").

lit., "to stand before," hence, "to lead, attend to" (indicating care and diligence), is translated "to rule" (Middle Voice), with reference to a local church, in Rom 12:8; perfect Active in 1Ti 5:17; with reference to a family, 1Ti 3:4, 12 (Middle Voice); 1Ti 3:5 (2nd aorist, Active).

"to lead," is translated "to rule" in Hbr 13:7, 17, 24 (AV marg., in the first two, "are the guides" and "guide."

"to act as a shepherd, tend flocks," is translated "to rule" in Rev 2:27; 12:5; 19:15, all indicating that the governing power exercised by the Shepherd is to be of a firm character; in Mat 2:6, AV, "shall rule" (RV, "shall be shepherd of").

Rule (Noun and Verb):

properly, "to act as an umpire" (brabeus), hence, generally, "to arbitrate, decide," Col 3:15, "rule" (RV, marg., "arbitrate"), representing "the peace of Christ" (RV) as deciding all matters in the hearts of believers; some regard the meaning as that of simply directing, controlling, "ruling." Cp. katabrabeuo; see ROB.
