但以理被任命为三位专员之一，负责监督 120 名总督，并向大流士国王汇报。但以理在职位上表现出色，以至于国王计划任命他管理整个王国。这让其他总督和专员嫉妒不已。他们想方设法指控但以理腐败，但一无所获。他们知道他服从上帝，所以他们计划找到一种方法来根据他的信仰指控他。
于是这些总督和总督们商议好，来到王面前控告但以理，并对他说：“愿大流士王万岁！所有的总督、钦差、总督、大臣和总督们都商议好，要王立一条禁令，三十天内，凡向你以外的任何神或人祈祷的人，就被扔进狮子坑。现在，王啊，请你立禁令，签署禁令，不要更改，按照玛代人和波斯人的法令，这禁令是不可撤销的。”
国王似乎信任他的总督和使臣，因为不需要花太多的说服力。大流士国王签署了这份文件，也就是禁令。法律规定，三十天内不得向任何神或人请愿（或在但以理的例子中是祈祷）。这使得大流士成为这三十天内唯一被请愿的人。我们会发现，但以理经常祈祷，这让统治者有理由将他带到大流士国王面前，将但以理扔进狮子坑。
