摩西在米甸的生活所知甚少。23 节的经文简单地说到，过了多年，埃及王死了。并没有提到 22 节和 23 节之间有多长的间隔，但在使徒行传 7:30 中，司提反说这一间隔是 40 年。也就是说，主前 1486 年时摩西已经大约 80 岁了。
在这期间，以色列人因做苦工，就叹息哀求。他们的叹息哀求并没有去到一个外邦神那里，也不是一个简单的呼求，没有可去之处，反而他们的呼求达于他们列祖的神那里。神的名字是造物主神 (Elohim，创世记 1:1)，并不是神立约的名字Yahweh (或者 YHWH，我们会在第三章看到)。这个名字在 NASB 中被译为 LORD (注意是大写字母)。
24-25 节描述了神对百姓呼求的回应。在这两节经文中，神一词 (Elohim) 使用了四次，来描述祂的回应。神听见他们的哀声。"哀声" 一词在旧约使用了四次 (这里；出埃及记 6:5；士师记 2:18；以西结书 30:24)。这似乎象征着身体上的痛苦，是在埃及人手下做苦工所产生的。[神] 就记念他与亚伯拉罕、以撒、雅各所立的约。这并不意味着神忘记了祂的约，神记念就是祂履行应许的举动。

神的这些行动 ("听"、"记念"、"看见"、"知道") 是祂对约民的信实。出埃及记余下的篇章就是祂为百姓之缘故的信实之举。
