在认同仪式的第一环节中，以色列的领袖们被召进耶和华的同在里。耶和华对摩西说："你和亚伦、拿答、亚比户，并以色列长老中的七十人，都要上到我这里来，远远地下拜。19 章中，摩西单独上山；但这里有他的哥哥亚伦、亚伦的两个儿子拿答和亚比户，并以色列长老中的七十人 (领袖) 一起。18 章中，摩西拣选了一系列的领袖阶层，来解决纠纷、审判百姓。这七十人应该是代表领袖群的高层领导，而且足够宽泛，以充分代表百姓。
