然后，摩西提醒以色列人出埃及记 31:1-6 中耶和华在山上所指示他的内容。他告诉他们：犹大支派中，户珥的孙子、乌利的儿子比撒列，耶和华已经提他的名召他。摩西说，耶和华以神的灵充满了他，使他有智慧、聪明、知识，能做各样的工。"智慧" 意思是 "才能" 或 "突出的能力"；"聪明" 强调对比概念和选择最好行事方式的能力；"知识" 所涉及的是知识的积累。

比撒列不是唯一被灵充满来建造和教导的人，还有但支派中亚希撒抹的儿子亚何利亚伯。这些巧匠是耶和华特别所选立的。在所有圣灵所赐给比撒列和亚何利亚伯的其它能力上，耶和华使他们的心满有智慧，能做各样的工，无论是雕刻的工，巧匠的工，用蓝色、紫色、朱红色线，和细麻、绣花的工，并机匠的工，他们都能做，也能想出奇巧的工。因此，通过圣灵所赋予的能力，他们能够做这里所列举的工 (雕刻、设计、刺绣、编织)，也能够教导他人来做这些工作。
这是多么奇妙的事，耶和华不仅给出建造帐幕的要求，而且还给工匠特殊的能力 (被圣灵充满) 来做祂想要他们做的工。在旧约，被圣灵充满是选择性的；神以祂的灵充满一些人来为他执行特殊的工作，正如本章所示。
在新约，所有相信耶稣的人都有圣灵的内住，圣灵提供靠圣灵行事的能力 (加拉太书 5:16-16)。每一个新约信徒都被赋予了属灵恩赐，所以他们可以做祂想让他们做的工 (哥林多前书 12-14 章；罗马书 12:6-8；以弗所书 2:10；4:11-16；彼得前书 4:11)。新约信徒受鼓励要一起聚会来歌唱、感恩和事奉，以此作为一种被圣灵充满的方式 (以弗所书 5:17-21)。这表明：在新约中，被圣灵充满来自神的工作，也来自与其他信徒的团契和相交-推论是：这种充满可以提供超然的智慧，好在爱中彼此服侍。
