为了回应责打，以色列人的官长很自然地就来哀求法老。
他们面见法老，直接提问，为什么这样待你的仆人？督工的不把草给仆人，并且对我们说：'做砖吧！'看哪，你仆人挨了打。" 似乎这一位以色列官并不知道，是早先摩西、亚伦和法老间的对话导致了这事发生。他们说其实是你百姓的错，因为他们相信埃及督工应当受责备。显然官长认为埃及人在毫无理由地虐待他们。
法老的反应很直接且带有指责性，他说，你们是懒惰的！你们是懒惰的！所以说：'容我们去祭祀耶和华。' "懒惰的，懒惰的" (字面意思是 "懒惰的！你们是懒惰的！") 表明当时法老极其生气。之后，法老命令官长现在你们去做工吧！草是不给你们的，砖却要如数交纳。显然，官长的努力并没有成就任何事情，反而让法老变得非常生气。 既然与法老一起的听众都无能为力，18-21 节中官长就将他们的沮丧抛给了摩西和亚伦。他们听说"你们每天做砖的工作一点不可减少"，就知道是遭遇祸患了。他们害怕事情会变得更糟糕，所以他们离了法老出来，正遇见摩西、亚伦站在对面。显然，摩西和亚伦知道官长和法老间有见面。当官长从法老那里出来时，就责备摩西亚伦的失败，向他们发出咒诅愿耶和华鉴察你们，施行判断。官长似乎并没有为自己的行为负责，认为全是摩西和亚伦的错，因为摩西亚伦对法老所说的话使我们在法老和他臣仆面前有了臭名，把刀递在他们手中杀我们。"使我们有了臭名"的字面意思是"使我们发臭"，而且他们相信埃及人为了摆脱恶臭会做出任何事请。
