箴言11章26节，所罗门说： “凡吝惜粮食的，百姓必咒诅他；凡出售粮食的，必蒙福。”（26节）在农业经济时代，粮食是基本生活必需品。在粮食匮乏之时，不正当地囤积粮食并非精明的商业行为，而是赤裸裸的剥削。
扣留粮食的人利用粮食短缺谋取私利，因此百姓必咒诅他。他的行为表明他漠视公共福祉。《箴言》认为这种投机取巧的行为在道德上应受谴责。
相反，出售财物的人必蒙福。重点不在于他是否无偿赠予，而在于他是否参与了对所需之物的公正供应。他扮演的是忠实的管家，而非剥削者的角色。
