使徒保罗，在罗马帝国正值权利高峰时，写信给在罗马的信徒。当时世界上没有比罗马更高的权柄了。"条条大路通罗马" 既有字面含义，也有比喻性含义。在世上，代表耶稣的最高权柄就是使徒们了。保罗建立了自己的使徒权柄，但也清楚地表明，他的权柄呼召他成为 "耶稣基督的仆人"。这里的仆人是指选择与主人绑定终生关系的仆人。耶稣呼召了保罗，特派他传扬耶稣为人类提供的福音，而且保罗也选择了接受这一邀请，并做出 "无论要付出怎样的代价，都要终生跟随耶稣" 的委身。
