要向别人求助，你必须相信那人的能力。未曾信他，怎能求他呢？要相信某人，必须听过他们，未曾听见他，怎能信他呢？要听过某人，必须有人告诉你，没有传道的，怎能听见呢？要有人告诉你，他们必须受差遣，若没有奉差遣，怎能传道呢？那受差遣传讲福音的人是在做一件非常美好的事情，报福音、传喜信的人，他们的脚踪何等佳美！传讲过程的时间顺序就像：一位传道人受差遣到迷失的人当中，这传道人传讲耶稣的福音，迷失的人听到耶稣的福音，他们相信耶稣的福音，从地狱中获救，并且在日常信心的生活中求告他们的主帮助他们。这是传福音如何有逻辑地、理想地实现的画面，但保罗继续使用它来展示犹太人的不信。
在整个历史中，犹太人已经听过通过相信而非律法寻求义的信息了 (罗马书 9:30-33)，只是人没有都听从福音。保罗引用了旧约先知书来展示这一拒绝，"主啊，我们所传的有谁信呢？" 可见，信道是从听道来的，犹太人已经听到了基督的话。保罗重申他在 8-11 节中所讲的内容，神并不需要差遣更多的使者从天上下来，包括基督在内，因为使者们和基督都已经来过了。这信息已经在这里了，而且已经传到了犹太人中间。
