保罗发现在这一地区已经没有未听过福音的地方了。他看到在这里再没有可传的地方，而且现在有机会拜访罗马了。这好几年，我切心想望……可以到你们那里，他开始计划要在去往西班牙的路上看望罗马的信徒，当时西班牙是在罗马的统治之下。到西班牙去的时候，盼望从你们那里经过，得见你们，先与你们彼此交往。
保罗非常看重罗马的信徒，知道与他们一起他会欢喜并得到鼓励。在罗马书 1:11-12，他更详细地解释了他希望从拜访罗马信徒中得到什么：
"因为我切切地想见你们，要把些属灵的恩赐分给你们，使你们可以坚固；这样，我在你们中间，因你与我彼此的信心，就可以同得安慰。"
保罗盼望鼓励信徒，并帮助他们成长，且知道一起的时间也可以使他得到鼓励。在整本罗马书中，保罗已经强调了信徒彼此照顾的重要性。在罗马书 12 章，保罗谈论教会是一个身体，每个肢体都有其功用。保罗计划拜访并亲自鼓励信徒，知道他们也会以此待他，也会帮助他物质的需要。
