保罗游历四方做事工时，就立了志向，不在基督的名被称过的地方传福音，免得建造在别人的根基上。他的重点在于将福音传给从未听过福音的地方。保罗引用了旧约先知以赛亚来重申他对外邦人的事工，传福音信息给从未听过的人。正如在 16 节所提到的，这是保罗的任务，他是外邦人的使徒，受差遣向从未接受过福音的地方传讲基督的福音。
保罗引用以赛亚书 52:15 来强调他的事工策略：他要去到从未听过基督福音的地区，向不明白福音的人传讲。因为保罗发现许多不认识基督的地区，所以他一直受拦阻没有去拜访他写信的对象罗马信徒 (罗马书 1:8)。
