在第二章，保罗不再对他的直接听众-罗马信徒讲话，而是转向了一般听众 "你这论断人的"，并指出那人所做的正是他论断他人的事。保罗清楚地表明，他所说的这人是毁谤他信息 (8节) 的犹太权威。在 3:1，他恢复了直接对信德传遍天下的罗马外邦信徒讲话 (1:8)，就是保罗写信的对象。
他在罗马书 3:1 中的反问句 (犹太人有什么益处) 跟在罗马书第 2 章他拆毁犹太权威之后。保罗明确表示，神主要关心的不是对规条的顺服，或者是身体上的割礼，而是内心的割礼，就是愿意顺从祂的心。保罗反对这些犹太权威的说法，因他们自己违背律法，却指责他人违背律法。这些 "权威" 宣称要从犹太身份上获取权柄，这也是保罗所揭露的错误。之后，似乎需要讲一下这一明显的问题，即除了他们传承的益处之外，犹太人又有什么长处/益处呢？
保罗以两种方式问了同一个问题。第二次，他问说，割礼有什么益处呢？割礼是神给亚伯拉罕的仪式记号，作为以色列是祂选民的纪念，这记号就像是神对祂新娘的婚戒一样，要求祂的百姓、亚伯拉罕从以撒而出的后裔，顺服这割礼的传统。神给以色列一个非常特殊的角色，为要使人类受益 (创世记 17:10)。
从保罗在第二章的辩论方式看出，犹太权威所争论的部分似乎很明显，就是罗马的外邦信徒必须受割礼，顺从犹太律法，好活出公义和公正的生活。然而，保罗已经拥有其他使徒和耶路撒冷教会长老的支持，就是说割礼事实上是没有必要的 (使徒行传 15 章)。
保罗已经在他的主题陈述中清楚地表明，公义的生活是通过凭信生活而获取的 (1:16-17)。
