保罗继续向与之竞争的犹太 "权威" 宣讲，就是那些向信德传遍天下的罗马信徒 (1:8) 毁谤他信息的人 (3:8)。这些竞争者的核心主张似乎根植于他们的犹太性和对圣经的知识，尤其是律法。这一点也会变得清晰，就是这些与之竞争的犹太 "权威" 所主张的主要部分是这些罗马信徒所缺乏的，因为他们并未受割礼，也未遵行犹太的规条和方式 (包括在这些与之竞争的犹太 "权威" 的权柄之下)。
保罗当然也是犹太人，是法利赛人，"希伯来人所生的希伯来人" (腓立比书 3:5)。虽然保罗在整个事工中都保持自己的犹太身份，但他并未将自己的呼召或权柄建立在自己作为犹太人的基础之上，而是建立在他被耶稣呼召的基础之上 (罗马书 1:1)。

人表达外在 "宗教虔诚" 和顺服律法的动机是要获取从人而来的赞美，而遵守律法的精意和从内心服事他人是取悦于神。
保罗在写给罗马信徒的书信中贯穿了一个主题 (他整个事工的主题之一)，那就是要专心讨神喜悦，而非讨人喜悦。我们已经在罗马书 2:5-8 保罗评论这一主题时看到了，保罗高举 "恒心行善"，这样我们就可以获得神里面的 "荣耀、尊贵和不能朽怀之福"。
