言论继续，指出义 (希腊文 dikaiosune) 并非我们人类可以实现的。与之竞争的犹太 "权威" 反对保罗，说遵行律法是实现义的必要条件，但他们自己却不遵行律法，正如保罗在第 2 章所指出的那样。这些与之竞争的犹太 "权威" 毁谤保罗福音的信息 (8 节)，也在言语和行为上毁谤神的名 (罗马书 2:24)。
然而，在保罗指出这一切之后，他很清楚地表明他自己也并没有很好 (9 节)。事实上，保罗称自己为罪魁 (提摩太前书 1:15)。这里的 "世人" 包括保罗在内。"世人" 包括犹太人，也包括外邦人；所有的人都犯了罪。
