保罗再一次说，凡在神面前称义的是因信耶稣称义。这意味着，无论我们遵守多少律法，也永远不够。在神面前称义只有一条路，那就是相信耶稣在十字架上所完成的工。耶稣在十字架上所流的血是 "施恩座" 为我们在神面前赎罪的血。
保罗不断重复地陈述和重述他的中心论点：1) 在神面前称义单靠恩典，而非律法，而且在神面前称义是我们收到的免费礼物；2) 在日常生活中活出义，只有一种方式，那就是起初接受义的相同方式：因着信。在罗马书 1:16-17 的主题陈述贯穿了整卷书信。义本是因福音的能力而来，凡活出义的，都是因信而行，从始至终。
什么是 "遵行律法"？它只是遵守规则。作为人类，我们是规则的制定者和遵行者 (尤其是在应用于他人，而非自己时)。再多的守规矩都无法使我们在神面前称义，因为我们每个人都是有罪的 (23 节)。
