
In Proverbs 11:26, Solomon says, He who withholds grain, the people will curse him, but blessing will be on the head of him who sells it (v. 26). In an agrarian economy, grain was a basic necessity. To hoard it unjustly in a time of need was not just shrewd business; it was exploitation.
The one who withholds grain uses scarcity for selfish advantage, and that is why the people will curse him. His actions reveal disregard for communal well-being. Proverbs sees this kind of opportunism as morally blameworthy.
By contrast, blessing will be on the head of him who sells it. The point is not that he gives everything away for free, but that he participates in the just provision of what is needed. He acts as a faithful steward rather than as an exploiter.
