Agora Samuel está velho. Ele julgou Israel por muitos anos. Deus havia reservado para Si o ramo legislativo do governo de Israel, mas havia delegado ao povo a administração das leis e a nomeação de juízes para governá-los (Deuteronômio 16:18). Samuel foi confirmado como profeta em todo Israel (1 Samuel 1:20). Samuel também foi reconhecido por Israel como juiz, e ele "julgou Israel todos os dias de sua vida" (1 Samuel 7:15). Agora, aconteceu que, quando Samuel estava velho, ele nomeou seus filhos juízes sobre Israel.
Isso provavelmente foi uma ação inadequada por parte de Samuel, já que Deus havia delegado poder ao povo para nomear os juízes. Samuel nomeou dois filhos como juízes, e o nome de seu primogênito era Joel, e de seu segundo, Abias. Aparentemente, Samuel os havia nomeado para julgar uma parte de Israel como um campo de treinamento, pois estavam julgando em Beer-Sheba, que fica na porção sul de Israel. Samuel aparentemente não aprendeu a lição ao observar seu mentor Eli, cujos filhos eram corruptos e trouxeram julgamento sobre Israel (1 Samuel 2-3). Os filhos de Samuel, no entanto, não seguiram os caminhos dele, mas se desviaram atrás de ganho desonesto, aceitaram subornos e perverteram a justiça. Apesar disso, Samuel não os removeu.
