But I will bring you health
and will heal you of your wounds —
this is the LORD’s declaration —
for they call you Outcast,
Zion whom no one cares about.
For there will be a day when watchmen will call out
in the hill country of Ephraim,
“Come, let’s go up to Zion,
to the LORD our God! ”
They will come and shout for joy on the heights of Zion;
they will be radiant with joy
because of the LORD’s goodness,
because of the grain, the new wine, the fresh oil,
and because of the young of the flocks and herds.
Their life will be like an irrigated garden,
and they will no longer grow weak from hunger.
They will ask about Zion,
turning their faces to this road.
They will come and join themselves[fn] to the LORD
in a permanent covenant that will never be forgotten.
There is a voice of fugitives and refugees
from the land of Babylon.
The voice announces in Zion the vengeance of the LORD our God,
the vengeance for his temple.
The LORD has brought about our vindication;
come, let’s tell in Zion
what the LORD our God has accomplished.
“Before your very eyes, I will repay Babylon and all the residents of Chaldea for all their evil they have done in Zion.”
This is the LORD’s declaration.
“Let the violence done to me and my family be done to Babylon,”
says the inhabitant of Zion.
“Let my blood be on the inhabitants of Chaldea,”
says Jerusalem.
The roads to Zion mourn,
for no one comes to the appointed festivals.
All her gates are deserted;
her priests groan,
her young women grieve,
and she herself is bitter.
All the splendor has vanished
from Daughter Zion.
Her leaders are like stags
that find no pasture;
they stumble away exhausted
before the hunter.
Zion stretches out her hands;
there is no one to comfort her.
The LORD has issued a decree against Jacob
that his neighbors should be his adversaries.
Jerusalem has become
something impure among them.
How the Lord has overshadowed
Daughter Zion with his anger!
He has thrown down Israel’s glory
from heaven to earth.
He did not acknowledge his footstool
in the day of his anger.
He has strung his bow like an enemy;
his right hand is positioned like an adversary.
He has killed everyone who was the delight to the eye,
pouring out his wrath like fire
on the tent of Daughter Zion.
The LORD determined to destroy
the wall of Daughter Zion.
He stretched out a measuring line
and did not restrain himself from destroying.
He made the ramparts and walls grieve;
together they waste away.
The elders of Daughter Zion
sit on the ground in silence.
They have thrown dust on their heads
and put on sackcloth.
The young women of Jerusalem
have bowed their heads to the ground.
What can I say on your behalf?
What can I compare you to, Daughter Jerusalem?
What can I liken you to,
so that I may console you, Virgin Daughter Zion?
For your ruin is as vast as the sea.
Who can heal you?
The hearts of the people cry out to the Lord.
Wall of Daughter Zion,
let your tears run down like a river
day and night.
Give yourself no relief
and your[fn] eyes no rest.
Zion’s precious children —
once worth their weight in pure gold —
how they are regarded as clay jars,
the work of a potter’s hands!
The LORD has exhausted his wrath,
poured out his burning anger;
he has ignited a fire in Zion,
and it has consumed her foundations.
Daughter Zion, your punishment is complete;
he will not lengthen your exile.[fn]
But he will punish your iniquity, Daughter Edom,
and will expose your sins.
Blow the ram’s horn in Zion;
sound the alarm on my holy mountain!
Let all the residents of the land tremble,
for the day of the LORD is coming;
in fact, it is near —
Then everyone who calls
on the name of the LORD will be saved,
for there will be an escape
for those on Mount Zion and in Jerusalem,
as the LORD promised,
among the survivors the LORD calls.
The LORD will roar from Zion
and make his voice heard from Jerusalem;
heaven and earth will shake.
But the LORD will be a refuge for his people,
a stronghold for the Israelites.
Then you will know
that I am the LORD your God,
who dwells in Zion, my holy mountain.
Jerusalem will be holy,
and foreigners will never overrun it again.
He said:
The LORD roars from Zion
and makes his voice heard from Jerusalem;
the pastures of the shepherds mourn,[fn]
and the summit of Carmel withers.
Woe to those who are at ease in Zion
and to those who feel secure on the hill of Samaria —
the notable people in this first of the nations,
those the house of Israel comes to.
But there will be a deliverance on Mount Zion,
and it will be holy;
the house of Jacob will dispossess
those who dispossessed them.[fn]
Saviors[fn] will ascend Mount Zion
to rule over the hill country of Esau,
and the kingdom will be the LORD’s.
Harness the horses to the chariot,
you residents of Lachish.
This was the beginning of sin for Daughter Zion
because Israel’s acts of rebellion can be traced to you.
Therefore, because of you,
Zion will be plowed like a field,
Jerusalem will become ruins,
and the temple’s mountain
will be a high thicket.
and many nations will come and say,
“Come, let’s go up to the mountain of the LORD,
to the house of the God of Jacob.
He will teach us about his ways
so we may walk in his paths.”
For instruction will go out of Zion
and the word of the LORD from Jerusalem.
I will make the lame into a remnant,
those far removed into a strong nation.
Then the LORD will reign over them in Mount Zion
from this time on and forever.
And you, watchtower for the flock,
fortified hill[fn] of Daughter Zion,
the former rule will come to you;
sovereignty will come to Daughter Jerusalem.
Writhe and cry out,[fn] Daughter Zion,
like a woman in labor,
for now you will leave the city
and camp in the open fields.
You will go to Babylon;
there you will be rescued;
there the LORD will redeem you
from the grasp of your enemies!
Many nations have now assembled against you;
they say, “Let her be defiled,
and let us feast our eyes on Zion.”
Rise and thresh, Daughter Zion,
for I will make your horns iron
and your hooves bronze
so you can crush many peoples.
Then you[fn] will set apart their plunder
for the LORD,
their wealth for the Lord of the whole earth.
Sing for joy, Daughter Zion;
shout loudly, Israel!
Be glad and celebrate with all your heart,
Daughter Jerusalem!
On that day it will be said to Jerusalem:
“Do not fear;
Zion, do not let your hands grow weak.
So the angel who was speaking with me said, “Proclaim: The LORD of Armies says: I am extremely jealous for Jerusalem and Zion.
“Proclaim further: This is what the LORD of Armies says: My cities will again overflow with prosperity; the LORD will once more comfort Zion and again choose Jerusalem.”
“Daughter Zion, shout for joy and be glad, for I am coming to dwell among you” — this is the LORD’s declaration.
