但以理正在目睹另一个异象。在异象中，他站在苏萨的乌莱运河旁，苏萨是伯沙撒统治时期巴比伦帝国的城市之一，伯沙撒是尼布甲尼撒的孙子。
一幕暴力的场面出现了。丹尼尔抬眼一看，他看见一只长着两只角的公羊。这只动物站在水渠前。这是一只参差不齐的动物，它的两只角很长，但一只角比另一只长，较长的那只角最后长出来。这种描述听起来好像两只角是在丹尼尔眼前长出来的，一只角停止生长，而第二只角在第一只角之后开始生长，但最终却比第一只角长。
异象中的公羊开始朝多个方向猛冲。它向西、向北、向南猛冲。但以理看到其他野兽在公羊面前站立不住。其他动物要么逃离它，要么被它顶伤、踩踏。公羊猛冲得如此狂野，完全占据了主导地位，以致但以理写道，没有人能从它的威力下拯救它们。每只动物都逃跑或倒在公羊脚下。公羊为所欲为，自高自大。公羊不仅力量强大，势不可挡，而且骄傲自大。它毫无节制。它想干什么就干什么。在这场胜利中，它荣耀了自己。
本章后面会向但以理解释这一异象（但以理书 8:16）。这只长着参差不齐的角的公羊“代表玛代和波斯王”（但以理书 8:20）。在异象出现时，巴比伦仍然是最强大的国家，但自从尼布甲尼撒死后，玛代和波斯一直在积聚力量。玛代最初是更强大的国家，与波斯结盟，但波斯国王居鲁士和一队叛逆的玛代人将在公元前 550 年的帕萨尔加德战役中击败玛代国王阿斯提阿格斯，将两个国家的权力交给波斯人居鲁士。但以理看到这只公羊有两个角，一个比另一个长，但在异象中，第二个角比第一个角长。在玛代之后，波斯变得更加强大，它是最后出现的两个角中较长的一个。
