保罗书信作者明确指出，旧约和惯例是不够的，新约更伟大：因此，奉献的礼物和祭品都不能使敬拜者在良心上完美无缺（第 9 节）。以前奉献的礼物和祭品是不够的；它们只与食物和饮料以及身体的各种清洗和规定有关（第 10 节）。
正如我们在希伯来书 7:11 中学到的，如果律法能够使我们完全，就不需要更大的大祭司了。但是律法不能使我们完全，所以耶稣来建立一个新的、更大的约。
律法的所有规定都是暂时的，它们只在改革时期（第 10 节）才生效，改革时期就是基督死在十字架上并建立新约的时候。律法和帐幕描绘了基督的工作，现在他来了，这些规定已经在基督身上得以实现，他能使我们在良心上完全，他为所有人开辟了通往圣所的道路（希伯来书 10：19-20）。保罗在罗马书（8：4 和 13：8）中声称，当信徒在圣灵中行走并在爱中行走时，他们就履行了律法。
