这里保罗引用了旧约的何西阿书。先知何西阿奉神所命要娶一位不忠的女人 (妓女)，并与她同住。神命令何西阿给他的孩子起象征性的名字。何西阿给一个孩子起名为罗阿米 "非我民"，另一个孩子为罗路哈玛 "不蒙怜悯/不被爱"。何西阿书代表了神要恢复祂百姓的期望；外邦人虽然不是神百姓的民族性传承，但神透过耶稣的献祭接纳/收养了他们。保罗使用了何西阿的这段经文来重申，那些非神百姓的人 (外邦人)，现在可以透过相信祂的儿子，成为神百姓的一份子，被神所召的，不但是从犹太人中，也是从外邦人中。24 节显明了这一点，保罗说，不只是犹太人被提前计划接受怜悯、彰显神的荣耀 (23 节)，外邦人也是如此。保罗直接引用了何西阿的经文，"那本来不是我子民的，我要称为'我的子民'；本来不是蒙爱的，我要称为'蒙爱的'。从前在什么地方对他们说：你们不是我的子民，将来就在那里称他们为'永生神的儿子'"
保罗在告诉罗马听众，神不仅呼召了犹太人成为自己的子民，而且也有一些外邦人通过相信耶稣的献祭而被接纳/收养成为神的子民。正如我们将在 30-33 节所看到的一样，藉着信，神已称一些外邦人为义，使他们成为蒙怜悯得荣耀的器皿 (23 节)。在 26 节保罗强调，有些外邦人已蒙神呼召，成为祂的儿女了 (9-12 节)。
