罗马书多半是为了反驳保罗从当时在罗马的与之竞争的犹太"权威"所受的毁谤而写 (3:8)。这毁谤是要拒绝保罗的福音信息，即只有相信耶稣，而非行为，才能使我们在神面前称义。保罗在第 9 章再次提出这一点，但是是通过犹太人的角度而论，即他们在神面前得称为义，是藉着相信耶稣，而非藉着律法的传承。
