在士师记期间，以色列处于自治状态。律法是神赐下的，他们从自己人当中挑选士师审判官。但这要靠民众来强制遵守，没有中央政权。神的律法中涉及穷人的条例之一可以在耶和华晓谕摩西的利未记23:22里找到：
"在你们的地收割庄稼，不可割尽田角，也不可拾取所遗落的；要留给穷人和寄居的。我是耶和华─你们的神。"

波阿斯问监管收割的仆人说："那是谁家的女子？"我们并没有被告知，为什么波阿斯有兴趣想了解这位年轻的妇人。波阿斯也没有质疑她在自己田里拾取麦穗的权利。
