In Proverbs 13:23, Solomon writes, Abundant food is in the fallow ground of the poor, but it is swept away by injustice (v. 23). This proverb recognizes that poverty is not always caused by laziness or lack of opportunity. Sometimes there is real productive potential that is lost through oppression or corruption.
The fallow ground of the poor may hold abundant food, meaning possibility, productivity, and real value exist there. The poor are not necessarily poor because the land or labor lacks fruitfulness. There may be genuine capacity present.
But it is swept away by injustice. This is a crucial reminder that social evil can destroy what should have been provision. Proverbs does not ignore personal responsibility, but neither does it deny structural wrong. Justice matters because injustice can rob the vulnerable of rightful fruit.
